During World War 2, an experiment conducted in Japan concerning the legendary heart of Frankenstein's monster is re-grown due to the atomic bombing of Hiroshima. 15 years later a strange child is sighted devouring small animals and is taken in by American and Japanese scientists. As it turns out the boy is indeed Frankenstein's monster regenerated and growing still from radiation. College student Takeshi Hongo is abducted by the underground terrorist organization SHOCKER and forced into cybernetic reconstructive surgery and mental conditioning to become the cyborg soldier known as "Hopper". After an assassination mission goes wrong, Hongo begins to remember who he was, and begins his escape from SHOCKER and his plans to strike back. Meanwhile SHOCKER creates a second Hopper Cyborg to track down and kill Hongo while in the middle of it all an investigative journalist who survived Hongo's assassination attempt tries to put the pieces together.
