The second part of your post i can answer. in order to participate in the AMV contest you yourself need a membership to enter or you can write down someone's name to represent you incase you win.

i wanna enter....but my dad is being lazy and wont pay for ALA yet can i still send it in before i register? and do you have to recive it by November 1st? dammit i need more time!!!! X_X

you don't have to register now to enter your AMV but you cannot recieve any award your AMV earns unless you have a badge or you write someone down to pick it up for you.

They judge the AMVs after all the AMVs have been viewed, then afterwards they will announce the winners at the AMV panel on saturday.
