I've posted the official rules -- see "Publicity/Postcards" at left -- but a couple of things have come up based on art that has come in.
1. Yes, you can contribute art even if you don't have a computer or scanner. Mail it to the PO Box. It would be helpful if you'd send e-mail at the same time so I know to look for it (and so I can e-mail you back about it).
2. If you're just putting one person in the art, it should probably be our mascot, Ala. I'm willing to be convinced otherwise, but... that's why we have her... Besides, Yukiko is getting a big kick out of all the different interpretations people have of the character she created for us.
3. I find it a little embarassing to have a Chaz-bear character featured prominently, because I don't really believe people are coming to the convention to see me. (And if you're drawing a "typical anime convention attendee" it's hardly likely to be me either.) Oh, it's certainly an honor to be included, but I don't think it's right to advertise the convention that way. If you're going to draw me, put me in a crowd or something... Or hey, you could draw Tadao. He'd be really surprised to see himself on a postcard.
4. My preference for the convention name is to have it listed as Anime Los Angeles (with or without an accent on the e in Anime). I understand everyone calls it Anime L.A., but on the official publications I try to have it spelled out.
5. If we decide we like your art too, even though we picked someone else's art for the current postcard, your art might show up on a flyer or something. In which case, we'll make sure you're okay with that, and you'll get a box of chocolates too.
6. Things that you might be interested to know about our cycle of postcards:
The postcard that's going to press in May is the last one we're printing before the summer rate increase.
The postcard whose deadline is in July will be distributed and mailed out in August/September -- it should catch everyone coming back to school.
And the postcard with the October deadline will be emphasizing the last chance to pre-register before the rate goes up and to reserve hotel rooms. Both the room block and pre-reg cuts off on 14 December, so it's important for people to sign up BEFORE Christmas; and, for those who don't pre-reg, this will be the postcard that reminds them to come to the convention.
7. Multiple submissions are perfectly fine.
8. If you want to get my initial reaction to your design ideas, feel free to contact me. (See also #7 -- you might want me to give you feedback on two or three different ideas.)
9. Try not to make your design too similar in overall look as the previous postcard or two. If we've just printed a postcard showing fans dancing with glowsticks, the next postcard probably shouldn't feature fans dancing with glowsticks again. It's especially important to take a fresh look at your design in comparison to the two previous postcards if you've been working on yours for more than a few months, as you might not have noticed an obvious similarity. (Can't see the forest for the trees because you're so focussed on the project of you...)

10. More about characters. Feel free to use your own characters. Some artists have included a self-portrait, or drawings of their friends and other people they've met at Animé Los Angeles. If you're going to copy a character (other than Ala) from one of our previous postcards, please talk to the previous artist. (Send me a message and I'll pass it on, if you don't have a way to contact them directly.)

11. I mention in the rules that a 300dpi image would be 1200x1875 pixels, and I talk about leaving a margin. What this means is, you should be able to trim off a 40-pixel margin all the way around -- leaving the center 1120x1795 pixels of the image -- and nothing important should be cut off or look odd because it's so close to the edge of the card.
12. Sign your work. (Make sure you don't do it too close to the edge, see #11 above.)
